Leadership Profile

Omar Paul Strohm

Wesley Bradley Paul Group was founded by Omar Paul Strohm, a public finance executive and operational strategist from Altoona, Pennsylvania. After more than two decades directing public sector finances, labor negotiations, and municipal administration, Omar saw that private-sector business owners run into the same problems: operations that strain under growth, capital allocation challenges, and leadership fatigue.

For more than twenty years, Omar provided executive financial and administrative leadership to the City of Altoona. He served as Finance and Human Resources Director, Deputy City Manager, and then City Manager, where he stabilized municipal operations, managed major capital projects, and guided the city out of its long-standing Act 47 distressed financial designation.

Omar is currently Associate Vice President of Finance and CFO at Pennsylvania Highlands Community College, where he brings fiscal governance and structural clarity to multi-departmental business offices. His local service includes board-level work with the Altoona Blair County Development Corporation (ABCD Corp), Vice-Chair of the Altoona Water Authority, and membership in the International City/County Management Association (ICMA).

Omar holds an MBA from Saint Francis University, a Master's in Industrial and Labor Relations from Indiana University of Pennsylvania, a Master's in Community and Economic Development from Penn State, and a Bachelor's in Political Science from Penn State. His background in finance, labor relations, public administration, and organizational psychology forms the basis of the firm's advisory approach.
